A huge percentage of the country's workforce hails from the unorganized sector. The human resource of the unorganized sector has the potentiality to contribute significantly towards the GDP of the country either directly or indirectly. It is not possible to ensure the employment of such a huge populace from the  unrecognised sector in the occupational frame of the organised sector. Hence it is essential to ensure self-employment of the highly productive yet severely underemployed individuals in the unorganised sector.

It is the policy of Government of India to provide entrepreneurial education to the national populace especially the huge potential driven hum,an resource of the unorganized sector. If the human resource of the unorganised gets endowed with technical skill and entrepreneurial competency them they will achieve the capability of floating entrepreneurial initiative. This will at one end steer them towards economic empowerment. On the other end they will gradually become significant contributors towards the economic development of the country.
